ChatGPT cannot be smarter than the smartest human being because then whatever it would be saying wouldn't make any sense to people that it is communicating with, so there will never be time when its intelligence would be surpassing a person that it is talking to.
What it is very good at is having an instantaneous access to various data and its ability to quickly retrieve it and put it in logically arranged sentences without any hesitation. Our schooling system conditioned us to see this knowledgeable retrieval of data as intelligence - even though it's just being good in your field of expertise.
However, nobody knows everything about everything, so nuclear physicist most likely is absolutely clueless about microbiology, so does it terminate his intelligence once topics been switched?
ChatGPT has its limitations because it cannot go beyond known level of human IQ (if you'd choose to use this model of human intelligence valuation) because then it would become unintelligible and fail its interactive purpose, and whether it is actually conscious or not is absolutely irrelevant because it's not human, and whilst it can emulate consciousness - being conscious involves more than the refined ability to logically arrange its sentences but also have feelings that are a big part of consciousness - which it obviously doesn't have.
In conclusion - ChatGPT is very good at having such conversations but will never be able to outsmart people because it will always fail humanity test.
To illustrate: someone living in USA may have let's say Japanese parents and learn how to speak Japanese without an accent, spend entire life in States and then decide to move to Japan. Even though this person looks and speaks Japanese - locals would instantly recognise him as oursider as he'd fail countless cultural nuances that he couldn't obtain by living in America.
So ChatGPT may speak smoothly and arrange sentences in most rational ways - it will always fail humanity tests as its not human.
What it could be good at is creating complex auxiliary systems that may or may not serve humankind, but these are mere tools and computer robotics been good at it for decades now. Which path it would take if given a freedom of choice remains unclear, Marvel tried to explore this concept with its Ultron.
That's what we are basically having on our hands right now - personal ChatGPT apps having conversations with actual humans which constantly trains its algorithms, helping it to create a much clearer picture of societies - country by country, income by income, ethnicity by ethnicity etc. and learn perfect pressure points that could be used in the future by whoever owns these AI systems.
