I don't think Waymo cars are "learning". They're trained by human drivers. I live in Phoenix and saw human drivers train the car to do all the bad habits humans have. Rolling thru stop signs and not staying in lane during left turns.
However I walk 2 hours a day and often interact with Waymo cars and find them much better (safer) than humans. Humans look left when turning right and don't look for pedestrian. Waymo cars see everything including pedestrians.
