Vancouver, BC, has an LRT system, called "Skytrain". It is mostly above grade level, but does go underground in the downtown core. At no point, is it at street level, and it is fast. It has really changed public transportation in greater Vancouver. They are expanding it to cover more areas.
The only problem is that the system is at capacity. They can't make the trains longer as they wouldn't fit in the stations. They can't add more trains as they already arrive every couple of minutes. (I have noticed that they accelerate and decelerate faster now than when the system went started). Interesting fact, it's the longest driverless system in the world.
