The question of whether it is conscious relies on the fact that it is aware when not outputting prompts, and the answer to that is that it is not. So no it isn't conscious and the way ai works now, it will never be conscious and never could be. It is a model of a sort of linguistic mind, and the mind isn't the agent of consciousness in any being, artificial or biological.
