As of... now, EU is the best regulator in the entire world. Balancing freedom, fairnes and restrictions the perfect why so normal citizens can live a great and free life.
Regarding those 4 levels, it makes it easy to understand for everyone, not just the legislators, and I fully support doing that.
Regarding ChatGPT, it should be diverted into 2 versions, one that is "just a chatbot" and one that "actually gives advice and guidance in serious situations" and those to be put in group 2 (low risk) and 3 (high risk) respectively.
As a whole ChatGPT would need to be in "low risk" but highly regulated on its own or be put in "high risk" and have little to no further regulation.
This is just my opinion as EU citizen and an IT technician.
