I do believe Kelsey's right, that on a capitalistic (if not totally human) level it would ultimately be in the best interest of our leaders. BUT this isn't just a question for the US, we're actually in an AI race with China and we're fighting to stay the leader in this field. Now, experts suggest that China actually has the most regulations on this stuff in lieu of maintaining "control" BUT it's very common for people in that country to just ignore the laws when it suits them. SO while they may technically not be allowed to use it, people do so in marketing or in other fields of art (I mean just look at the style of their comics!! Suspiciously PERFECT!). China is a very short-sighted. So while this country is running fast in tech, no one is really looking out for that "waterfall". It's my opinion that we keep up with this (especially if tech pertains to the advancement of our military power) but we should also be cautious of how we're using it at home so that we don't fall off that waterfall with them.
