It's really just an automplete algorithm. It searches a database of information curated from the web and then synthesizes a response that combines the information into what is likely to be the response to your question.
That's why if you ask it to please do something it might say no, and why sometimes the answers are nonsensical or it hallucinates wrong information. It's just synthesizung text that is a likely response.
