This is extremely similar to the Gun Control issue... The problem with a ban on AI is that ONLY the countries/entities that pledge to follow the ban will do so, while those that do not (or just don't live up to their pledge) will continue to advance their own AI weapons and will end up having the tactical advantage. In other words, this will do nothing to stop "criminals" from getting arms and will ONLY put the "law abiding" entities at a disadvantage and at the mercy of those "criminals" that develop their own. Sadly, the only solution is NO ban, so that the idea of mutual destruction remains a deterrent to actually using them, just like nuclear weapons. Publicly proclaiming to disarm yourself only invites entities that ARE armed to take advantage of your weakness.
