AI art is very hit an miss as it is with learning from millions of images. An opt-in system would make the AI terrible to the point where it won't be usable. I don't think it's cool for these big corporations to make money off artists work, which is why I think Stable Diffusion open source approach is the only ethical solution. So far AI created works themselves aren't making anyone a lot of money, it's just enabling people who wouldn't have resources to commission art in the first place.
I also disagree with your argument that AI doesn't learn like humans do, but it does, I haven't seen any exact pixel perfect copies made by AI except in cases where you specifically ask to recreate a famous work, and even then, it's always a little different.
And finally, I don't think this threatens artists at all, it's just a new tool you should also be using to speed up and improve your process, hell there's a fortune to be made by exploiting the weaknesses of AI, like drawing training data for OC's which can later be used for training a model for these specific characters.
