Actually no Ai can't create thumbnails!
Coz everyone has different taste for their thumbnails so if a client want a thumbnail according to his choice then a graphic designer can make it but an ai will mess with it! Ai is just stealing real life images and arts of other artists and making something similar!..There was billions of images before AI came.
