answer: the self-driving car would not be following so closely, which would give enough time to either slow down or speed up to get to an opening in traffic to switch to another lane. it would also communicate with the other self-driving cars on the road, instructing them to make room for the cars that will be changing lanes, while directing the cars behind them to slow down to avoid the fallen packages.
