Yes. as another comment suggests not necessarily on a 1:1 basis.
We use Windsurf as our primary IDE. We use codex through Windsurf a lot. If you have the codex app you can search for "Skills" and install.
in the IDE (using codex or other openAI models) you can call the specific skills to be used.
In fact, you can have codex write the skill you need and you can tweak and refine.
