It would also make sense if they wanted to use it for mass surveillance. Claude would already be good enough for that.
They only have two "red lines" and one of them is "no mass surveillance of Americans".
It's pretty easy to just combine those two simple thoughts and come to a very different conclusion than the one you reached. That feels like it passes Occam's Razor better too.
