We probably will be able to tell an AI is conscious by activity without input.
If i leave chatgpt running it'll do nothing till i say something, but a conscious being will scream. It'll be afraid, confused, it wont understand what it is only that it is.
Just as a human that is blind and deaf a conscious ai will reach out and around searching with whatever it can.
