Water, for example, is managed by the fed (interstate water rights), entire districts overseeing state water (state and farming water rights), usually a district per region in the state (grey water and reservoir/pipeline management), and then a district for each individual municipality that buys the water (treatment, potable water pipelines, etc.) Each one will likely have multiple teams of people handling billing, construction, welding, maintenance, operations, IT infrastructure, etc. Water employs shitloads of people.
