It's going to be as it is for the foreseeable future. There was an explosion of demand as web 2 exploded in the 2010s, that's stabalized now, so there's not as much demand. If web 3 had taken off like some people thought it would then everyone would be hiring like crazy to retool to web 3 now, but it didn't, so that hasn't materialized. There's big investment in AI, but apart from being a con man selling chat gpt wrappers, the barrier for entry for AI is on average higher. "AI" as an actually useful function is probably going to happen a lot more in academia, which in addition to being very competitive doesn't pay immediately as well. TLDR: Yes, it's permanent
