There are credible scenarios for a bite and hold strategy in Finland, Baltics, Moldova etc where they don't want to take on the full alliance, just hunker down and threaten nuclear annihilation. The goal is to show that NATO doesn't work, because they couldn't protect whatever piece Russia takes and that it can't take it back because they don't want to "escalate". And with enough ambiguity in the first hours of a potential invasion and lack of commitment and swift overwhelming response from NATO this could work. It's a hypothesis.
