The issue with all of this is that there is no way every country - especially in this political climate - would agree to do this. Banning AI in specific countries that still have a shred of morality and a system of accountability left will only lead to it being advanced solely by countries who are specifically aiming to further suffering. It's not like nuclear weapons, you need very little specific to be doing this development that can be tracked and monitored and safeguarded or even seen on the satellite imagery.
