The problem is that this can and will be used as a weapon. The new arms race is not nuclear, it's AI. The first country to develop AGI can disrupt, influence or bankrupt all others. Would you risk having Russia, China or Iran developing it first? How do you develop it slow enough to put in the necessary guardrails but fast enough to overtake any other country?
