This is the best line he could come up with to mollify your concerns while being powerless to get the money needed to return to 52 engineers.

People are still people and headcount is, and continues to be, the biggest way to gauge the impact a leader has. If there is money in the payroll budget, you will never see a manager choose not to use it, picking AI instead.
Why? Because if 29 engineers + AI can do the work of 52, 52 engineers + AI can do the work of 100. And that lets you, the leader, do bigger things, make bigger impact, have bigger line items on your resume, and acquire bigger bonuses.
