I think we have to agree what constitutes consciousness before we can decide what has it and what doesn’t. I’m not talking about emotional states. I mean a scientific theory that links a particular kind of brain activity to a particular level of understanding. Until that happens, standard measures like the Turing test will be used that can be passed by A.I algorithms that simply learn the correct responses. Simply passing a test, is not the same as overriding your inbuilt code in order to achieve a goal based on your understanding of how your action will alter your or other’s destiny. That “overriding” state is the key and is the difference between artificial and naturally occurring computation.
