To some degree, we know who is developing AI, even if there is not anything close to the transparency that had been promised and hoped for. But the moment you try to pause or restrict, you just force it all completely underground. As for the author's point regarding society successfully pausing other areas of technology, it's ironic that they included gain of function. I do not know of any area, be it science, tech, health, or general industry, from which profits can be earned, that has been shut down. It may not be out in the sunlight but that does not mean it's not lurking in the shadows. Gain of function is a great example of this.
