Given how much state aid other countries are throwing at this Canada has no way to compete unless we make a deal with the US like the auto pact. Fabs are so capital intensive the only other way Canada could get one is likely intensive state intervention and probably at least partial state ownership
Nortel had a fab but they got out of the business about 10 years before they went bankrupt because even then it was too capital intensive.
