I was working for a big semicon company that in the late 2000's had a big effort going to migrate the knowledge to Asia. China, Taiwan, Thailand, and others. This was driven by cost reductions at the time, labor in Asia was far cheaper compared to US/Europe. Not only for the lower-skilled workers in the assembly plants, but also IT, departments that built those amazing machines in the factory (assembly, testers, ..), etc. All the knowledge and technology acquired over time was handed to them on a platter. Sure, at the time it was still to offices and plants within the company, but since then through mergers and acquisitions all that are now Chinese-owned. So yes. A lot of IP and knowledge gets stolen, but this whole technology race thing was jump-started back in the day by Western greed and economics.
