You are fixating on only one part of the supply chain of semiconductors, of which Taiwan's TSMC is a major player.
1. Instruction Set / Architecture - dominated by x86 or ARM (American)
2. Chip design - dominated by American companies (Apple, Nvidea, AMD, Google)
3. Fabrication - dominated by TSMC, only competitor (at the bleeding edge) being Samsung
4. Equipment and Software - ASML (Dutch company) belongs in this group, but overall American companies occupy 50% of this sector at the bleeding edge with some Japanese companies in the mix
Taiwan is not insignificant, but you probably also want to diversify the fabrication sector because it is disproportionately capital intensive, meaning that only TSMC and Samsung will be likely to keep up with infrastructure demands (perhaps Intel, if they get their tech together, since they have the capital).
Also, this is only considering the non-memory market, as Samsung and SK hynix completely dominate that sector. In *overall wafer output*, [Samsung is leading TSMC] (https://www.techspot.com/amp/news/88657-samsung-ahead-tsmc-world-leading-wafer-manufacturer.html).
Edit: If you want a more in-depth idea of each countries' places in the semiconductor supply chain, read this report (PDF download at the bottom)
https://www2.deloitte.com/cn/en/pages/technology-media-and-telecommunications/articles/rise-of-the-big-4.html
Key points are that USA makes 47% of global semiconductor revenues, Korea makes 19%, Taiwan makes 6%, Japan makes 5%, China makes 5%. The nicknames given for each country (except USA) are: Korea - Leading the Pack, Japan - Specialty Expert, Taiwan - Manufacturing powerhouse, China - Rapidly Advancing.
The key area that Taiwan does well is the final manufacture of the products, whereas Japan is more specialized in the actual equipment and material sector. Biden specifically wants to bring *high end manufacturing* capacity towards USA, which both Taiwan and Korean companies excel.
