Well, China has the equivalent landmass of the entire Europe, and the combined population of all developed countries (that is if you add the EU, the US, the UK, Canada, Australia, NZ, Japan, Korea, Taiwan, Singapore, even throw in Russia and a few ME countries). So in reality we are talking about a continent instead of a country. Is this continent "on average" fully developed? Not yet. Does this continent have quite few regions at least on par with medium level developed countries? You bet. This is why it's tricky to classify China. It's very easy to both overestimate and underestimate it. From China's persepctive, they actually prefer western world to continue underestimating them based on average development level or per capita income, for as long as they can bid their time.
