Technically yes. I think it's worked out based on how large a % of the population live below a set level of earning. China has some crazy gaps in wealth with most of the rural population not earning much at all (hence why so many leave to go to the city). So in the west we mostly just see china as this massive factory full of tech jobs or manufacturing but we don't really see much if any of the agriculture and they make up the majority of the population. Thing is China seem to like it this way. They are kinda gaming the system since being classed as a developing nation gives them some benefits in regards to global trade.
