Except the management of these systems could be handled differently if the intention was to solve high level crimes. What if local law enforcement didn't have access to facial recognition but could rather forward evidence to the FBI who could assist with their tools?
Fact is these technologies are made in the private sector and driven by profits, not ethics and these scenarios like this are just marketing to build acceptance. Eventually this tech will leak and become available in the public hands. And while advertising and data companies will be the first on the commercial public side to leverage it soon after it will move to widespread use. I look at the rapid license plate scanners police first got, and now you can make one on a raspberry pi.
