Yes but it's pretty much the same if you would move to the EU from the US. Gaining citizenship from one EU member to the other EU member (let's say from France to Germany) isn't very different from getting German citizenship as a US person. Thus it's a lengthy process. The free movement of people basically made getting a citizenship or even a work permit obsolete however, there was no need to do it at all. That's why many British people are now caught in a situation where it's unclear if they are allowed to stay. A similar agreement could be reached between US and Canada for example. If tomorrow they decide any US person can just move and live in Canada and the other way around without any hassle. In certain respects, the EU functions much like a "If you do it to me, i'll do it to you" principle. So if the UK citizens want to keep their free movement in the rest of the EU (and thus live and work in a different country hassle free), the reverse must be true as well for EU citizens in the UK. The problem is that the UK doesn't really want this arrangement anymore. "We can live in your country but you cannot live in ours" doesn't really sound all that enticing.
