Not possible. Expecting there to be an effective ban on Facial Recognition is like expecting an effective ban on Encryption or File-trading. It's to widespread and to basic. All the algorithms are already out there (and available for just about every OS and Platform available). In any modern city,. you're probably caught on dozens (if not 100's) of security-cameras any time you leave your house. (the vast majority of which you don't even see ). You also cannot know what type of software or algorithms is running behind those cameras. (and you have no authority to dictate what private cameras do) Not only all of the above,.. but various recognition algorithms are being built into all sorts of Robotics and self-driving vehicles,etc. How are you going to know if a self-driving car is facial-recognizing you for purposes of avoidance or for something else ? (it's the exact same algorithm either way). Logistically,. there's just no way to effectively enforce that.
