Though this article is about something a bit different than levels of development as a measurement, it is true that Cuba's considered one of the more developed countries in North America. It's often seen as poor and underdeveloped due to the contrast with the United States and Canada, but that's true of the Caribbean as a broader region. It's the fifth-most developed country in the Caribbean according to the HDI, but the countries ahead of it are very small; only Trinidad and Tobago has more than 500k people. Its comparable countries in the region in terms of size, such as Jamaica and the Dominican Republic, are a fair ways behind Cuba in the measure. Granted, HDI is a very flawed measurement to begin with, but there are numerous parts of society wherein Cuba excels above even many of the world's top-ranking countries.
