Sure, the tech exists. But the Federation doesn't use it to monitor it's own citizens. Hell, a good chunk of episodes would have been solved much quicker if they had cameras and facial recognition on the ships. Infact, a big part of what makes both the Romulans and (maybe to a lesser extent) the Cardassians 'bad guys' is the way they treat their citizens. The Tal Shiar and Obsidian Order were both set up to be extra-governmental organizations in the vein of the KGB or CIA. They commonly spy on their own citizens and often take steps to punish or silence citizens who take a counter-culture stance of any sort. They were specifically set up to be an allegory for the pitfalls of a surveillance state and/or a government organization with great power but little oversight. Because often times that's what Star Trek does in it's writing; many episodes are essentially just modern day fables and you can draw direct parallels to the real life events and people the writers wanted to bring attention to.
