As a final defense against corruption, the government should never be allowed tools which can give total control over the populace. That would be extremely un-American based on the view of the founding fathers on liberty vs government overreach. Facial recognition could be used to basically prevent any rebellious assembly before it could happen, track activist opinion leaders, track the movements of groupings of people according to their social media opinions, etc.
