Cities don't use facial recognition, at least not so much in the US. However, plate scanners are commonplace despite having the exact same problems. All any cop has to do is park his car and silently track people all day, this can also be done 24/7 through UAVs. It is explicitly done in and around the southern border, and has been the case since the Bush years. And if trade show PR pamphlets are to be believed, the UAVs are good enough where they can read gun serials right off and check if the person holding it has a CCW... and people defend that too. My point is that facial recognition in of itself is just the tip of the iceberg especially if you live within 100 miles of the border.
