There's going to be a very fine line between people's rights and what needs to be done to prevent total climate catastrophe, sadly. There's no way out of this without a violently authoritative body that forces the world into compliance with even just food restrictions, because the vast majority of people don't care/are too ignorant/selfish to actually change their lives and that's a serious problem even after being given all the facts. We're animals, it's human nature to want the best and most of everything, and have it taste the best because nature and evolution is based off scarcity of resources, and we've created a world in which a billion people somehow don't have any scarce resources.
Unless it's immedietly before/after a disaster, we've created a world in which a billion people can, at literally any time, obtain clean water and fresh food. It might not be the absolute cleanest, it might not be the absolute freshest, but it's leagues ahead of the rest of the world, and that system has been so ingrained across several generations that now we literally can't imagine a world without it. You can't tell people "stop eating meat, start growing a garden," because "fuck you, I eat what I want, and Netflix is better than a garden, and what exactly can you do about it?" You can't tell people "stop driving your car so much" because "fuck you, this is my property, and I will use it how I want." You need to incentivize people and basically bribe them to do anything that's in their best collective interest, and we can't bribe people with anything when they're already living the best lives any humans throughout all of human history have ever lived in terms of comfort and any changes would affect that comfort. The only other road is forcing compliance, and nobody wants to do that either.
