The sad part here is that if came to the table with actual deals, we might have benefited from some lifting of EU tariffs on US products. But his strategy is basically threaten and put forward unilateral tariffs without discussion, then tell them to accept his terms or threaten more tariffs. No country is going to do that, if only because it would set a precedent of being threatened. So not only does he accomplish nothing, he also makes it impossible to have meaningful trade agreements without someone "winning" and the other "losing". He is used to dealing with small companies and individuals where you can threaten them into submission on financial basis. I think Trump thought he could do that with international politics too.
