Kind of. The aim is definitely to get manufacturers off the hook, but not even for sloppy coding. I suspect this is to make deployment of nondeterministic code (e.g. code produced by genetic algorithms, where it's not unusual for humans to simply not understand how the result works at all) accepted for interaction with the physical world. Terrible, terrible idea. Manufacturers need to be directly liable to an even larger degree compared to now. They damn well don't need yet another layer of removing themselves from consequences of their actions.
