I don't think it's contradictory. What I think he means is we humans are conscious because of our biology and the manner by which it interacts with reality. By mimicking this we can't replicate consciousness because silicon isn't biological and the biology of the mimic wouldn't allow it to process reality in the same manner. Mimicking a human is a flawed way to create AI. We will create smart programs, but nothing will ever be "alive" in the true sense. You could argue that with enough complexity and enough systems it may very well be conscious, but we couldn't prove it, and I still disagree. Unless you're willing to call us mindless programs walking around. Simple reactionary systems built on top of one another to create complex systems interacting with reality. If you're willing to say we're not conscious, then I'll side with you and say that yes we can create a great mimic that will eventually be indistinguishable from a human mind. If you insist on the word consciousness existing along with the self, then I say we need to understand whatever thing we create will be alien to us. It will experience reality in an entirely different way than us and think and feel differently than us. It will not be human because it is not made how a human is. In any case, the thing needs to feel. Until we can make something feel, we will only make very clever programs. Making AI in a virtual reality world...now that's interesting and possible imo.
