It's all the same ~~disease~~ pathogen. It's just a matter of where the infection takes root, infection of the lymphatic system (Bubonic), the respiratory system (Pneumonic), the blood (Septicemic), the brain (Meningeal) etc and they can all cause each other, for example Bubonic plague can cause secondary Pneumonic or Septicemic plague.
The Bubonic form is usually most common, Pneumonic cases have been more common with this outbreak.
