If you read the article, you'll find that Madagascar has a plague season. This isn't something unexpected, it's just worse than usual this year.
It's poverty and living close to rats that is the problem, and forest fires have brought more rats to populated areas. The custom of digging up dead relatives isn't thought to help the issue either.
