Broadly, the milestones are to first create a fully autonomous vehicle that's near 100% reliable, then to make it commercially viable, then to get the manufacturing costs low enough that it's broadly affordable, and then finally to turn over the entire fleet of cars that's out there. Much of the premium reduction will happen between years 5 and 20, but it will drag on for about 30 more due to the final two steps. It seems plausible that step 1 will happen in the next 1 to 4 years, but that won't instantly make all cars on the road self-driving by any means. Legislation can act to either speed this process up or slow it down, so the whole estimate is very squishy.
