Education. Trade schools in particular. No, I'm not talking about teaching burger-flippers to program in C#. There will always be menial jobs. Even if McDonalds replaced most of its employees with robots, someone would need to be tech support when robots inevitably break. Education is necessary because technological progress also displaces high-skill jobs. Farming is quite a technical job, but factory farms still displaced most family farmers as the 20th century progressed. Many farmers had to move to the city and learn other trades. To allow the same thing to happen in the present day, it has to be possible for people to move easily and to re-educate themselves in a new profession. Those are not guarantees: housing prices are currently ridiculous, and on-the-job training is not as viable for many new professions as it was in the past. So... should Wilbur Ross have been more specific? Probably, but it's not advantageous for politicians or their appointees to be specific. At least his current wording leaves the solution open to debate and acknowledges the problem.
