The lack of licensure has little to do with the occupant of the car. It's laying the ground work for fleet service. The idea going around the automated car industry is that you are not going to own a car. A service like Uber is going to own it. You'll just call for a ride as needed.
That's why it's important to rid the requirement for a licensed driver.......cost.....
