The barriers to entry into AI systems are nowhere near the level that they are with nuclear, biological, and chemical weapons of mass destruction. I don't think it's possible to put that into a ban that sticks. Anyone who can build a robot controlled by a computer will soon have the ability to experiment with AI controlled weapons. Not just governments, but corporations, hobby groups, and individuals.
I'm not set in my opinion on this; but asking the military to stand down while others move ahead with AI controlled things, does not sound pragmatic.
