It's not really surprising since Google has so much more resources. Google started their self-driving car program around the same time that Uber was founded, so it's not surprising that they are ahead of them in R&D.
It's certainly not good news for Uber since their business model seems pretty dependent on this self-driving technology to drive down costs.

Everyone super-pro-AI I actually try to engage about it, flakes out like a bot would.
I once confused a motorcycle with dual headlights for what I thought was a car in the distance. Thinking I had plenty of time, I started to pull out but at the last millisecond I realized it was a motorcycle. Very close! I decided I would never own a bike with dual headlights after that. And I guess I can see how AI could make this mistake using vision only.
