That's not something you should be worried about. Because barrier of entry to AI has already become so low, everyone with a mid-range computer has access to it. So people with power will not be the only one who is able to use AGI. So if they abuse it, we also have the same power to "fight back".
That's not to say AGI is not scary. It is still scary, because anyone can use it. And we do need to be careful about this, but I think it was already too late 2 years ago.
