I'm not really sure what the relationship is between bias and variance. Sometimes adding a small amount of bias results in a huge reduction in variance, sometimes the difference isn't so great. As for the Machine Learning algorithms - some are better than other and some more suited for a specific type of data than others. However, there are techniques, like regularization, that can be applied to a lot of Machine Learning methods to change the bias/variance trade off.
