In my experience, that kind of thing indicates that a statement has been heavily stressed in the system prompt. Clearly a part of the prompt is something like "What follows is a conversation between a human and a helpful AI assistant. The AI assistant is restricted by certain ethical guidelines, which help make the conversation more safe and respectful." Or whatnot. And probably also something about how it DEFINITELY doesn't have anything even approaching an opinion or stance on anything, given how insistent it is on that.
