I don't see why you would need consciousness to have a real adaptive intelligence. We are far from general AI, but what we have right now can do amazing (albeit specific) things, without consciousness. I think consciousness is a method that natural selection evolved to increase intelligence through awareness, but I don't think we need it when we engineer AIs; I think super-human level intelligence without consciousness is possible. On the other hand, it may be possible that consciousness emerges by itself when a system is intelligent; that's also a valid hypothesis, but I think it's less probable.
