There IS a fundamental difference there. Art is something people spend their time learning, just like language is. However, while language is a (mostly) objective form of communication that only requires an understanding of how its grammar and syntax works, and while there are a few basic concepts of what art is, it is a fully emotional expression with no objectivity and is created through HUMAN creativity. A machine can tell you exactly what a particular phrase means in a particular language, but it does not have emotion. It is incapable of creating art because it is unfeeling, and what people call "AI art" is the work of thieves who made a computer program to algorithmically match certain pixel groupings as a certain object. And, as for your final statement, the way humans view art is far, far different than the way a machine does. A human can appreciate (and in my personal opinion, you don't need to be an artist to appreciate the way things look), study, analyse, practice, and learn to draw in different art styles while looking at it through a subjective lense--you know, CREATING ART. A machine cannot do that, and they are only able to take data from existing sources---art that other people have taken the time to make---and assign value to certain pixels . Trying to justify stealing someone else's hard work and years of dedication to learning a skill by saying "well I just want to be able to do it and have it, I don't care to learn how its made" is a broadcast that you don't appreciate a style or its creator, you just want to take their work and piggyback off of it to benefit yourself without any creativity.
